How Your School Can Apply

How Projects Are Selected

Potential Hawaii 3R's projects must be selected from the State of Hawaii Department of Accounting and General Services (DAGS) Repair and Maintenance Backlog Unfunded List. Each school should have received a copy of this list at the beginning of the school year. If you need the Project Backlog List, check the Hawaii School's R&M Backlog List.

Hawaii 3R's will use five (5) criteria to evaluate applications. The relative weights for each criterion are indicated in parentheses. The reviewers of the school's applications will use these criteria to guide their reviews:

1. Need for Project (15%)
2. Quality of Vision and Design (15%)
3. Extent and Strength of Partnerships (15%)
4. Leveraging of Resources (30%)
5. Quality of the Management and Maintenance Plan (25%)

Pre-Application Process

Pre-application approval is required before a school can submit an application. This process is in lieu of technical workshops and ensures that the project is headed in the right direction. This step requires completing a preliminary plan and meeting with Hawaii 3R's and DAGS staff.

To complete the pre-application process, follow these steps:

1. Complete a preliminary plan.

2. Schedule a meeting with the 3R's Executive Director at least three (3) weeks prior to the application deadline to review the preliminary plan, complete any unfinished areas of the plan, and address any concerns.

3. After finalizing the preliminary plan, you will receive approval to proceed with the application.
